have a 6, try to change to a P, aftter verification always reverts back to beginning, what to do?

go thru all the verification steps and codes, but comes back to beginning. How to finalize? Used to just put back to back and voila but now?

Are you trying to backup/transfer your stuff from the Nexus 6 to the 6P?

yes I am, just trying to use the P that my friend gave to me. I have done this with earlier Nexus phones but has been a few years and now have this problem. Am I missing a step?

I couldn't say, sorry - I always set my device up as 'new'. I do let Google transfer my contacts, calendar, etc, but that's through the cloud. I install all my apps from scratch and don't worry about any data (although I do use SMS Backup & Restore https://play.google.com/store/apps/details?id=com.riteshsahu.SMSBackupRestore to restore my SMS/MMS).
