More information is needed to give accurate advice.

What do you want to reset? If you mean factory reset the phone, no that cannot be done without restarting the device. If you just want to reset the phone settings, yes those can be reset without powering the device off.

Why do you need to reset the device without power loss? If you wipe everything from the phone, everything is wiped from the phone. Maintaining power would only be useful if you were trying not to lose something, so with nothing left, there's nothing to loose...

Perhaps the better question would be one that describes your problem and we help you through that.

You can initiate a reset without powering the device down, but the reset will restart the device, if we're talking factory reset, so I would think that would be a "no"... But again no response from the OP so we really have no details to go on.
