Help! Cannot turn off Talkback

I enable Talkback on a Pixel 2 and I cannot turn it off. The root of the problem is that I find it impossible to navigate. I cannot do a double tap to enter Settings and turn the feature off. And when I hold both volume buttons down nothing happend.

Any advice,

I also tried start on safe mode but I hit a wall when tapping in the screen was needed.

Unfortunately no. I have follow the instructions on that page but they do not work for me.

Where are you trying to access Settings -- in the swipedown notification panel or in the App Drawer?

Both, and I cannot due the phone not recognizing double taps

Can you use voice commands to navigate to accessibility?

I tried but I cannot find a way to do it that does not involve tapping on the screen :'( Do you know how to access voice commands without having to start google assistance?
