Help, Data usage app does not load anymore

Hi, for the past 6 months my phone cannot load the data usage app under settings to monitor how much data I use.
When I open the app the screen go's blank for split second then back to home screen.

I tried installing other data usage apps like AVG antivirus but this also does not register where my usage stands.
My note 2 is on Android Version 4.1.2
