Frequently (not always, though) when they go out of stock it means they won't get anymore stock on an item like this, or if they do it will be after the sale is over.

Been waiting for them to re-stock and offer a great deal on a Nikon lens I wanted.
Doubtful I'll get a good price if it ever shows up again.

Oh there are promotions even on newly released phones. When I got my note 3,I got it on release day and it was over 67% off retail.

Yes! It's sold through Rogers and Bell. Maybe others but those are the two where I saw displays.
