It seems so. I'm not sure it's enabled on all phones with the 820 by default, or at least I haven't heard Samsung making a deal about it, but LG does advertise 24-bit audio on the G5 also.
Keep in mind that simply being able to process 24-bit audio or upscale to 24-bit doesn't at all mean that it's going to sound good. The consensus on the G5 is that it sounds average-at-best stock.
This might be audiophile blasphemy, but I'd go as far as to say that bit depth means almost nothing when it comes to consumer audio (I concede it probably does matter on the audio production and engineering end). The only caveat I have is that 24-bit versions of commercial music are often simply mastered better, but in that case it's not the fact that it's 24-bit audio that makes it better, so simply up-scaling CD-quality 16-bit audio to 24-bit isn't gonna do anything to improve the quality in my view, it's marketing nonsense.
