How can call system API when i am already OEM?

We want to call Bluetooth method called createBondOutofBand() but this is system API which not able to call during development application, can you please let me know how can do? and even we are OEM so did we required any process to do with google or Android team to get this access ?

Welcome to the forums. This kind of question is a bit outside of the scope of our forums. I know we have some people who code, myself included, but I am not sure how to help.

You can try to post this question on either XDA or StackOverflow. But, I'm sure you're going to have to give a lot more information, probably even share code.
