How can i get the usb-c pluggable adapter to recognize a lan connection

I would like to use my phone to access ip devices. Eg.- plug in the pluggable usb-c to rj45 adapter and access a web browser based device. The ip address is know. I have activity lights on the adapter now but 1. i cant change the ip address of the phone, 2. it doesn't recognize the network connection.

Normally phone don't have ethernet. By usb-c you can get internet from PC because of PC driver and your phone should be able to work in special mode. It is different from what you need, you can't have a normal network
