How can I turn on background data for the Play Store on my Verizon tablet?

how can i turn on background data for play store on my Verizon tablet?

I already checked the internet, went to settings/data usage/top right hand menu/auto sync on. I already did the other thing in apps where you click/then restart/then autosync. Nothing is working, I still can't download. It still says background data disabled.
