How can I unblock a number I accidently blocked?

[Galaxy S4]Texting a bank balance number: "Fee may apply": Do not allow

So I wasn't paying attention on my Galaxy s4 and was going to text my bank to receive a balance of my bank account. My phone recently got reset so so did the notifications. Well when I tried to send the text to the xxx-xx number. My phone warned me if I wanted to do it because fees may apply. Instead of clicking 'allow' I clicked 'do not allow' and now non of my messages will send to that number. Is there a way I can reset this setting? I poked around in messaging settings and also reset my messaging to default but no luck.

Any clue?

What messaging app are you using? If it's one you installed, back up any texts you want to keep, force stop the app, clear its cache and data, uninstall it, restart the phone, install it again and restore your texts.
 
Go into the list of blocked numbers (Settings/More/Add to spam numbers - scroll down to it). Long-press the number. Delete.
 
Ok the solution I found.

Travel this route

Menu Button> Settings> More > Application Manager> ALL> Messaging> *permissions tab, click dropdown* Pick Always allow.

This made it so my app could charge money for certain messages.
 
I've done this but on my S7. I had a survey from vodafone and it said allow or block this message as it may charge and I accidentally pressed block. Any ideas?
 
Im having the same issues on my Samsung s7. There is no drop down on the permissions on the s7. There is also no record of any numbers blocked in the blocked list. I used to be able to text premium numbers no problems at all. Until yesterday when I clicked too fast and blocked it somehow. any suggestions or fixes?
 
I found out the way to turn on again about asking premium sms with SAMSUNG S7
setting->app manager, them choose MORE, SHOW SYSTEM APP, them you should scroll down to find Message Service, tap on it. And you will see its permissions "Send premium text message"

This took forever to figure out on a Samsung J7 running version 6.0.1, but I got it.
