how can you delete the frequently used app banner/display?

What phone do you have and which android version is it running? Is this a stock feature or some third party app that you downloaded?

This sounds like "app suggestions" in the Google Now Launcher. Open the Google app, tap the "hamburger menu" (top left) and look at the bottom for the "App Suggestions" item, tap the slider to turn it off and confirm your decision.
