How do I access router page while connected to mobile data

Hi Everyone,

Thank you for checking out my questions. Hope someone has an answer to my wifi issues.

I am connected to my wifi network which does not have any WAN/internet connection for simulation purposes.
The problem is that I cant access the router page or launch any apps that connect through the LAN network without disabling the mobile data option first.
I manage to do this on iphone, where if i type the router page on the browser it direct me to the router main page. But if i type any website it will direct me to the said website.
Does anyone have any answer to this issue?

I turned of adaptive wifi already as well but to no avail.

I turn off mobile data through the drop down list on my note8

I turn it off through thr slide down menu on my samsung note8

Could it be you need your Wan on?
