How do i block publicis ads

[Android Central Question]

These ads are annoying as they appear way to often and it disturb anything you busy doing on your phone. When you use your phone as a business tool then it is very annoying.

Does this persist in Safe Mode?

I've responded in the same way to other posts about this over the last few months, with no feedback.
