How do I find someone to write an Android app?

I am a driver for Uber. I understand their apps (driver or rider) is "open source". Does that mean anyone can write an app that works with their driver app? I need an app that uses a value in their app to signal me when its status changes. Is that possible? Would IFTTT statement work?
