How do I geg my LG G4 settings back after they randomly reset?

Last night, after I swapped out my batteries on my LG G4, I noticed it reset the background. That wouldn't be a problem, except it also won't let me fully drag down the notification panel to see the quick settings, use the home or multitasking buttons, or even access developer options. All of my games, pictures, etc. are intact, and I already tried using Nova Launcher to run the .SetupWizard thing (it just said the app wasn't installed). I have tried clearing the cache in recovery mode, not to mention the countless times I've hopelessly rebooted my phone. Since I can't access USB debug with developer options being gone, how would I go about restoring my phone to its normal state?

Btw, I backed up and reset my phone around a month ago and I don't feel like factory resetting again if I can avoid it.

my friend is having the same issue with his g4. I tried using safe mode and still the issue is happening. the home button and recent aps button do nothing and when pulling down from the notifications menu shows nothing.
