How do i get this weird secomd lockscreen to go away on note 9

After receiving my phone Back from my grandpa this weird second home screen started showing up. It gives. Me adds en I try to assess my apps and I can't figure out what it is

It only appears when i unlock my phone or go into an app

Can someone please help me this now so annoying

It's an app that's displaying ads. Go through your apps and delete anything you aren't aware of.

Unfortunately, like buzzy mentions, this is coming from a 3rd party app. Check if your grandpa installed any new apps or if there are any apps you use that are coming from not-so-reputable devs (common culprits include File managers and battery savers). USUALLY there is a cog icon or a menu button in the added lockscreen that would take you to the app's settings and you can either disable there (some apps disguise this as battery monitoring or extending) or at least find the app that's causing them which you can then uninstall.

Factory Reset? Boot in Safe Mode and dig through apps including system apps ..

You might want to run a deep scan using Malwarebytes too.
