Welcome to Android Central! Which device? If it's a Samsung, is it in Easy Mode? If so, I think Easy Mode doesn't let you rearrange or add anything to the main homescreen.

Open the App Drawer, find the browser, long-press it, and drag it to an empty part of a homescreen, then release. That doesn't work?
