The normal way is to long-press them, then slide them with a fingertip to the left, until a home page appears, on which they can be positioned in any empty space. Does this not work for you?

Or long-press a blank spot on the homepage, then select shortcuts, then select the app.

I think it depends on the launcher you are using. On the stock launcher the above does not work but belodion's answer does. A long press anywhere on the stock launcher brings up the "Choose wallpaper from:" dialog.
