Welcome to Android Central! To reboot, just hold the Power button until you see the Power menu. Then tap Power Off (or Restart, if available).

When you say that data won't enable, are you talking about 3G/4G data? Are you using it on AT&T, and if so, have you spoken to them about this? They might want to try a different SIM card, or help you check your APN settings.
