How do i set parental controls on a Samsung S3 so the kids can't download apps from the play store?

I do not want my child to have access to snap chat and other play store apps. She doesn't have a credit card so the only thing she can download currently is free stuff, but unfortunately snap chat is free.

is there a parental control I can activate or download and set up that will make her play store unusable? and can snap chat be used if you haven't downloaded the app?
