Use the clock app to change the format to 24 hours if thats what you're after.

Date and Time is set by your carrier automaticlly. If you want to enter a specific time
Go to Settings>Date & time.
Turn off Automatic date & time
Turn off Automatic time zone
Enter your preferred date, time and time zone
