Long time lurker but I created an account to respond to this thread. I figured out the solution in Android 9 (Samsung S9). Long press the contact under frequently contacted, press delete (trust me on this), it will pull up a menu at the bottom that says "Delete contact or remove it from Favorites/Frequently contacted?" with three options (cancel, remove, delete). Hit remove and the contact will be removed from the list.
Do note that I had to do this several times as the list kept filling up with other contacts as I removed contacts from the list. I guess there is a master list somewhere that gets compiled once you contact the same person x number of times. Just keep removing the unwanted contacts from the list until you are satisfied with the results or run out of contacts on your master list. Also note you can select several contacts at once so you don't have to go one by one. Enjoy!
