How do you permanently Delete an app

I downloaded a lot of apps from market. I have two that I cannot seem to delete. Any quick tips on how to delete it for good?
 
Settings----applications and phone storage----manage applications-----select which app you want to delete-----delete.
 
Even easier is to download the "Uninstaller" app. Open it up and it gives you a list of all the apps on your phone. Click the name of the app, hit ok, and it's gone.
 
I would replace "easier" with "more dangerous," as the Uninstaller application allows you to uninstall ANYTHING, even if you shouldn't. I've been using it, albeit carefully.
 
Another Android noob here. I've got the same question as above, but can't get the fix to work. I'm trying to remove City ID, for instance, and @ settings > Manage app > City ID I only get the option to Clear Data. Which does nothing.

I have a bunch of Apps I'd like to add in place of many that are pre-loaded. I'm trying to avoid the clutter of piling onto to all those I don't want and would never use. Come on, Open. Would appreciate further help.

Provider aps on the phone as new can't be removed untill we get root!
