How does app power saving work?

On lollipop the app power saver used to start blocking background use of the apps including the notification. I tried enabling the app power saver now on Marshmallow but I still get notifications.

What does the function really do? Apparently the apps are working in the background anyways since I still get notifications.
None is automatic I have configured the list manually for all app so that power saving should be active.

Welcome back! It probably depends on which device you have, since power-saving modes are specific to a manufacturer (i.e., it isn't a native Android feature).
