how does one get the Kit Kat update without Verizon service on the Verizon Galaxy Note 2?

The phone has been used on AT&T prepaid(3G only) for the last 15 months. The guy doesn't have Verizon at all.

Can you just flash a Verizon Note2 kit Kat rom?

Borrow an active Sim from someone and it will update. I did this on my old S3. It might not work if it's been flashed to a different carrier.
