I'm pretty sure ics is a unified os for tabs AND phones. That was the premise of the "Sandwich" name.

My bad I thought ics was trying to bring honeycomb features to the phone market. Will be interesting how long it will take us to get it considering how long its taking us to get the touchwiz update.

No, the point of ICS is to stop fragmentation and allow developers to write one app that can work on any ICS device (Duarte has said exactly this, even going so far as to say he doesn't think there's any need for tablet-specific apps).
