How to assign a downloaded Ring tone to a specific contact

I have downloaded a song from the internet I want to assign to a specific contact on my phone. I had done this on my old Samsung Galaxy S2 and it worked great. However, I now have a Galaxy Note3 and it won't let me use "downloads" as a place to select from. If I could do this on a Galaxy S2, why can't I do this on a Note3?

Welcome back! Use My Files or some other file manager app to copy those music files to the Ringtones directory on Internal Storage (not the microSD card). Can you access them now?
