How to backup folder structure with Google Photos

So I have all my files downloaded on my PC on a drive they're in folders that I've spent years putting together I know that Google photos does a great job of uploading and backing up but it doesn't do folders. How would I be able to download to my PC and retain folders to then upload to Google photos or vice versa.
 
Connect the phone to the PC. Find the folder on the phone. If you have the same folder on the PC already, open both of them (one on the PC, one on the phone that's on the PC) and drag any missing files from the phone to the PC. Then go to the next folder on the PC, and so on. Any folders you don't already have on the PC, just drag the entire folder to the PC (and give it time).

To upload to Google Photos, go to https://photos.google.com/ and you can just drop folders on the page (or click Upload and choose what to upload).

Google Photos will sync to your phone.
 
I thought W10 and NACHOS were able to merge and add only files that are missing.

Google creates an alias pointer. When you add a file to an album it just creates a soft link. Nothing is moved.

I had trouble with nested folders and getting either Google or Onedrive would not create a folder-in-a-folder.
