How to completely block a phone number?

Good afternoon everyone, I have a friend who has an android/Galaxy 7 phone and has asked me too help him block a phone number from calling him but, I can't believe that we can block the caller from calling or messaging the phone but the "CALLER can STILL" get his voicemail and leave a Voicemail!?!?!?!??

This makes no sense at all! We even brought the phone down to TMOBILE to ask them about the block feature and they said nothing can be done about this and that it is true that the blocked persons can still get his voice mail and leave messages. Also he will be notified of the incoming voice mail!!?!?!?!?!?!?!?!?! This makes no sense at all...

I showed him how easy it is to block someone COMPLETELY on my iPhone. Once you block someone using the IOS software that's it they are completely BANISHED.

So I ask please, to everyone and anyone who can chime in on this and explain why this is, or even if there is a way to completely block someone from calling you on an android phone, preferably a Samsung Galaxy 7

Welcome to Android Central! If the phone itself doesn't have a complete block call feature, and if the carrier doesn't have one at the carrier level (which includes T-Mobile), then you could try a 3rd party call blocker like Calls Blacklist.
 
Actually there is a way. We got it done and the way to do it is by NOT ADDING THE NUMBER 1 at the beginning of the number. That's the most ridiculous fix but oh well it works.

Yes correct. He wen't back again to the TMOBILE store too complain AGAIN as to how could there not be a complete block feature included into the device/software and another TMOBILE attendant, not the one from yesterday but another one; showed him that he had to place the NUMBER 1 ahead of the area code and than the 7 digit number. Yep than it worked and he no longer will be able to get a call nor "voice mail" or messages from the number that is blocked.
