How to disable notification pop ups

I have a Nexus 6P, So my notifications were perfect nothing changed when I updated to Oreo a couple weeks ago, but today I turned off notifications on Snapchat and Fb Messenger, and once I turned them back on, the settings are changed. There is no option to disable notification pop ups on screen. I just want the sound and the little icon in the top left corner like how it always was, anyone know how I can change that?
 
Go to Settings>Apps & Notifications>Notifications>Notifications, select the app, then tap the Category (not the toggle switch), and change the Importance. If you change the Importance from Urgent to High, it will make a sound, but won't cause a popup.
 
Here's Facebook messenger for example, these are the only options I'm seeing, I don't see a category option, same goes for Snapchat

Sorry, it's a bit awkward to explain -- what I meant was to tap the words and not the toggle switch (e.g., tap on "Allow sound" instead of the toggle switch). But as I look more closely at my phone's settings, I see that not all apps allow you to set the importance. If you looked at the Notification settings for Android Messages, for example, you'd see a Categories list, which shows each individual text conversation. If you tap the name of a conversation, you get the option to change the Importance level of the notifications. I guess that's not possible with FB Messenger.:-\

There's an app called HeadsOff that did what you want for Lollipop, but unfortunately it stopped working after Marshmallow.
 
its just weird how this wasn't an issue with marshmallow and when I first updated to Oreo, this only started when I turned my notifications off for those apps then back on, it's really annoying as it seems like we've gone backwards to the lollipop days
