How to display notification if device turn of wifi because battery is drained?

If the battery is drained enough that the phone is turning off the WiFi, certainly the device has gone into battery saving mode and keeps any unnecessary apps from starting, which would prevent the needed app from posting the notification.

Point of note, it's very detrimental to the long-term life of the battery to run it down like that on a regular basis.
