You definitely need later than Android 4. Android is not like Windows where you can just get a version and install it on your device, it needs to be compiled specifically for your device with the hardware support already built into it. For a device so old that Android 4 is your starting point, I suggest just getting a newer device.

Welcome to Android Central! If you absolutely have to use that device, then search the forums at XDA-Developers.com for that exact brand and model name/number, and see if anyone has developed a custom ROM for it based on a more recent Android version. If the device is from some no-name or off-brand manufacturer in China, then you're pretty much out of luck.
