How to enable RCS on Android Messages?

I am using the Android Messages app on a T-Mobile Galaxy S9+ and have been unable to turn on RCS messaging. This morning I received the material design update so I checked my settings to see if I could enable Chat features (as detailed here: https://support.google.com/messages/answer/7189714?hl=en) and I didn't see the options listed. I then decided to uninstall and reinstall the app. Upon reinstall I noticed that I lost the material design interface update, but when I went into the settings of the app I saw the options for Chat features. However, they were grayed out (https://imgur.com/a/RFHR1P0). I then made Android Messages my default messaging app, but then the options completely disappeared in settings (https://imgur.com/a/oTDbgvF). Have any of you experienced this issue and know the solution? Thanks.

Edit: A restart brought back the new design but DIDN'T change the options listed.

I moved this from the Android Apps forum to the General Help forum since the former is intended for developers to promote their apps.
 
Not all features of RCS are implemented yet. It's still a work in progress.
 
Any idea when this will be implemented? Everyone has been frustratingly quiet about “Chat.”

Check with your carrier, and that of anyone else you communicate with. Enabling it in the apps is just one step in the process...
