How to Factory Reset my Nexus 7 (special case)?

So one day, all of a sudden, my nexus 7, 2013 WiFi (flo variant) shut down and would get stuck on the Google logo when booting up. When I connect it to my PC using the original cable, my computer only reads my nexus as an "android," and under properties it says "google nexus bootloader interface." Fastboot doesn't work, I can't get to developer options or switch from PTP to MTP and vice versa, I can't get to any of my files on my Nexus from my computer. I've downloaded the stock images, android sdk and adk software, etc. and tried running all the command prompts. When I do "fastboot oem unlock," the unlock screen comes up but when I select unlock on my Nexus, it just freezes and never unlocks. Any help would be appreciated, thanks in advance!
 
Have you tried a different USB cable? Both Linux & Windows need Android Tools drivers. I reset mine with a single command, total time 1.5 min:
