Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to the App Manager, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.

I got this error DF-DLA-15 at google play when I tried load apps. It started after I reset the phone to factory defaults (at starting the phone push vol+ and menu ).

I then couldn't use google play for days. Until I did go to settings -> Accounts and sync. I modified something there, I removed the other user, and created, and un selected background data and auto sync.

Then google play said that backround data must be on. So after that: google play store was able to load all apps from there.

This has got to be the weirdest fix ever, I have been trying every fix listed in the net and finally .. when I was about to toss out my TF101 transformer I did one last google search on "play store not downloading" up popped this.. man I am in business and updating 14 apps.

Update the date and time on your device

Following these steps will sync your device with our servers.

Open your device's main Settings app.
Touch Date and time.
If you see "Automatic date & time" and "Automatic time zone," uncheck them.
Manually change the date and time so that they are wrong.
Note: don't worry - we'll change them back to the right date and time in a minute.
Tap the Home Screen button.
Go back to your Date and time settings (repeat steps 1 & 2).
Manually change the date and time, so that they are correct.
Re-check the boxes for "Automatic date & time" and "Automatic time zone."
