How to stop phone downloading pdf file everytime I go online

I downloaded a pdf from a gov.au website for vehicle recalls. Now everytime I go online it downloads it again. I cannot seem to find anyway to stop it or block it. It is only 140kb but I don't want it downloading 20 times a day.

Try first a general cache clear in Settings, Apps, Cached Data.
Tell us if no go.

Sorry had to create account to reply. The phone is a S8.
I have tried clearing cache .
At my wits end as I don't have much data and this is really annoying.

Just close the tab and it'll stop downloading.
