How would you turn on the blue light indicator in galaxy s9

Turn it on for what? There are apps like Light Flow and Light Manager that let you set the LED to turn on to whatever color you like under whatever conditions they handle (SMS, email, missed call, etc.)

*Settings>Display>LED indicator.
Also I like to use the Light Flow app for different colors.
