I have an HTC One M9 (Android Version 7.0) that when I charge, recognizes that it SHOULD be charging, but instead of the batter "filling" up during a normal charge, it just sits there still not charging and often decreasing in battery power. I have rebooted in safe mode but it makes no difference. Please help!

Welcome to the forum as a new member! Have you tried installing a battery app from the Play store to see what it shows? Are you sure your charger is good, and the charging port is good?

You dont mention how your charging. Have you tried different wall plug and/or cable? Are you using a computer?
Amazon as several USB voltage / current meters that go inline to allow you to see voltage and current input. Might try to get one of those.
If your using a stock HTC wall plug, try to unplug it from the wall socket then plug it back in. Ive had a few of those that just stop working and unplugging them and plugging back in seem to fix them.
