HTC One stuck on boot screen/ adb not working

So after trying to get my One to stock and failing horribly, I somehow got rid of whatever system img was in it. The phone won't boot and adb can't find the phone. The only time my computer detects it is when I put it into fastboot.

Right now it is "relocked" because I am going to try another RUU file but that's probably not going to work.

i know this post is a bit old but while in the bootloader all you have is fastboot which you use fastboot cmds. You need to be booted up into the OS or in recovery to use adb.
