i cant get a fresh start .

i factory reset my lg tracfone and i cant get to settings. it wont take my email address. so is it open swith access help or what. is it privacy policy . any where on assessibillity or what or just no good phone. i cant set up as new or get a fresh start. it take my email address or my email password.
