I have a Alcatel Tru.The message is from:1hiloh9eyo.pwThey say "don't close this window or you'll be at risk"and I need to download some Google app.Is this a scam?I tried to Google 1hiloh9eyo.pw,but it said 403 forbidden page.

If it seems like a scam and looks like a scam, it's most likely a scam. I would run a scan of your phone and delete it.
