i have no play store and missing some settings

hi all got a galaxy a51 . reflased with correct fw. every time i do cant seem to find google play store.. so i downloaded it as a apk. i go to open it and it says no apps can perform this action. also seem to be missing a few settings on the phone like Biometrics and security plus others .

Are you absolutely sure you flashed your phone with the correct firmware? What is the model I.D. of your A51? (i.e. it should be something similar to SM-A515W or SM-A515U1). From your description, if you are having problems with the Play Store app and missing other system features, that's typically an indicator the ROM is for a different model or variant. If it is the correct ROM, there should be no need to manually install APKs to restore things back to the way it was previously.

Different phone models each have their own unique hardware configuration (internal components from a variety of different sources and with different capabilities), and each ROM is created to contain only the required software, drivers, and firmware to match that specific hardware. So a SM-A515F ROM will have problems if it's flashed onto a SM-A515W phone -- there are likely to be different internal components involved, like the cellular radio chip, that will in turn affect cellular connectivity since there's a software-hardware mismatch.

If it is a matter of where you are sure the ROM you downloaded matches your Galaxy A51 model. try re-downloading it and re-flash. In this case it sounds like the ROM you tried to flash with was corrupted somehow.

Not sure what they mean for EDM policy, but in settings under device administrator what do you see there?
