If i remove and put back a micro sd card while my phone is off do i need to grant permition?

I know that this is odly specific, the story is too long to be told here, but basically i cant add stuff directly to my phone, and neither can i give permitions to apps.

I wanted to add stuff to the sd card by removing it and putting it back, but im not sure if need to give permition again if i do it.

My phone is a motorola
