i left my phone at a resturant went back its gone if they decide to keep my phone since i factory reset it from androd device manager can i still locate and recover my device

Welcome to Android Central! Tough break.:'( You won't be able to locate the device after it gets wiped. But for what it's worth, the thief won't be able to use the phone after a factory reset, because Google Factory Reset Protection will require your Google username and password to be entered after the reset in order to proceed with the Setup Wizard.

If I can add what may or may not be pertinent or correct any more, have you tried the Lock method and leave a message and contact number on the screen anyway?

In the unlikely event you left your Location setting off, and someone wants to return it unwiped, the Lock method with a screen message doesn't need Location on.
