I'm having multiple touches recorded and can't do things like scroll up and down because of it.

This is when I'm not touching it. I went to developer options and enabled "show touches" to show you what I'm talking about. 3ronUA9 add this after imgur.

Is there any way I can stop this from reoccuring?

This may or may not be related, but I cracked my phone screen at the bottom. Could that possibly be causing this?
 
The crack could possible have damaged more than just the screen and it could be causing the multi-touch issues. Also if there's humidity that got inside or if there's water/humidity on the screen, it might be registered as a touch input. But from your picture and since it's right at the bottom, I'd say whatever cracked the screen damaged something else (digitizer, circuitry inside, loose wiring, etc.).
 
If that's what's damaged, yes. But again, no way to tell unless you actually inspect it. I mean, it's a very likely shot that it's just the screen and digitizer, but there might be further damage underneath.
