In public places, my Samsung Galaxy Tab A thumbs its nose at Internet

My Samsung Galaxy Tab A connects to WiFi and Internet fine at home and in some public places such as if there is a WiFi connection but not necessarily to the Internet. I was told by some server at some restaurant that even though it was a hot spot, they did not subscribe to the Internet. If this is not true, then how can I get it to connect to the Internet in ANY public place that has WiFi? I do not have a text phone and no phone data usage service.

Welcome to Android Central! You have to find public wi-fi hotspots that are actually connected to the web. They're not everywhere, so you're not guaranteed to always have a connection when you're away from home.

Most places I've used public wifi I had to open the web browser and agree to terms before I actually had Internet.
