Incoming calls slow and sometimes dont receive texts at all

My phone is being slow. When I get incoming calls it rings but doesn't show who's calling right away. And when I get text messages, the notification sound goes off but I don't receive the text. Its really frustrating. I cleared the cache and its still acting slow.
