installed an app then disabled.it and got rid of shortcut

I installed citizen app and found it was interfering with another app I need to use daily so I disabled it and remove the shortcut. I cannot find it in my app drawer I've looked in every folder . I looked everywhere in application settings folder on my screen home page I went through every folder I cannot find it yet it says it's installed however it will not let me reinstall it
or even open it

When you say you "disabled it", what precisly do you mean? If you did in fact only do so, then you will likely need to re-enable it before you can remove it.
