Is $200 a good price for a used AT&T Locked S4?

Hi Everyone, is $200 a good deal (found one on CL) for SGH-I337 locked to AT&T?
Also, if I unlock this, can I use it on T-Mobile and get LTE or at least 4G?

Probably around the same as it would cost here, in Singapore, the most expensive city in the world. Lol.
