Is it normal to have application running at startup with GATT Bluetooth outgoing?

AC Question

Whenever I turn on my Android Tab S 10.5 LTE I get GATT Bluetooth running as an application and was wondering if that was normal. It seems like a security hazard as outgoing GATT anybody it seems might be able to connect to. Do you know the reasoning behind this?
